USS LA JOLLA: Overcoming Dry Dock Depth Limitations

Based on a presentation by Moses Finale, Dry Dock Program Manager, Norfolk Naval Shipyard, at the International Dry Dock Conference.

Introduction

Converting USS LA JOLLA (SSN-701) into a Modular Training Ship (MTS) required Norfolk Naval Shipyard to solve a significant dry-docking challenge. The submarine’s draft exceeded the available depth of Dry Dock No. 3, requiring an innovative approach to safely position the vessel for conversion.

The Challenge

Dry Dock No. 3 has a depth of approximately 27 feet, while USS LA JOLLA drafted about 30 feet, with the rudder extending even lower. Conventional docking methods provided insufficient clearance.

The Solution

To reduce draft, the crew removed approximately 20 tons of weight from the submarine while maintaining stability.

After the submarine entered the dock, the crew installed the caisson and super-flooded the dock until the water level stood about three feet above the river level. This provided sufficient clearance for the submarine to pass over the strong-backs and be maneuvered safely into position.

Strong-backs and SPMTs

The strongback system also supported the conversion effort by allowing Self-Propelled Modular Transporters (SPMTs) to operate within the dock basin. This facilitated the movement of hull sections and the installation of new structures during the conversion process.

Results

The combination of weight reduction and controlled super-flooding allowed Norfolk Naval Shipyard to safely dock a submarine whose draft exceeded the nominal dock depth.

The project showed how innovative dry-docking techniques can overcome facility limitations without major infrastructure changes.

Significance

After conversion, USS LA JOLLA became a Modular Training Ship, supporting training and qualification for future Navy nuclear operators.

Conclusion

The LA JOLLA project highlights the importance of engineering creativity in dry-dock operations. Through careful planning, weight management, and controlled flooding, Norfolk Naval Shipyard successfully overcame significant depth constraints and completed a critical conversion project supporting the next generation of naval nuclear training
